A mellow reef break wrapping around a small island roughly 400m off Kailua Beach Park, Popoia Island (also called Flat Island) offers a consistent left point on its north side and a shorter right on the south. Both waves stay accessible on NE to E tradeswell year-round, though the tradewinds that feed the swell also roughen the surface, especially through summer. Winter N-NE groundswells with SW offshore winds are when this spot genuinely clicks. Longboarders and beginners will find the most here, though on a clean winter day the left can deliver rides stretching well past 100m. Bottom: coral reef. Season: year-round, best November through February. Consistency: roughly 15+ surfable days per month. Arrive early on weekends to secure parking at Kailua Beach Park, and budget 10-plus minutes for the paddle out to the island before you even reach the lineup.

Crowd & Localism

Weekdays are quiet. Weekends draw families, tourists on rental boards, and paddleboard kayakers, which creates a chaotic lineup on bigger days. Locals here are welcoming but expect right of way on solid swells. Dodge-the-kook awareness is a real skill requirement, especially when beginners are out on days that exceed their ability. Localism rating: low.

Access & Facilities

Park at Kailua Beach Park, free but fills early on weekends. Street parking exists nearby, but do not block residential driveways. The paddle to the island is 400m-plus, a genuine shoulder-burner before the session even starts. Watch for shallow reef on low tide, a bad fall cuts deep. Facilities, food, and rentals are available near the park. Water quality is clean.

Nearby Alternatives

If Popoia is blown out by strong trades, Kailua Bay itself occasionally produces workable beach break conditions closer to shore. For more powerful surf, Makapuu and Sandy Beach on the southeast corner of Oahu are a short drive and operate on a similar NE swell window, with considerably heavier consequences.
